Bradley Chisholm

Principal and Founder

Bradley is the founder and principal of The Regulator’s Practice. Bradley’s passion for professional regulation and supporting regulatory leaders stems from his purpose to build community, serve the public, support intentional decision making and ultimately make an impact. For the last ten years Bradley has worked with professional regulators across Canada as both a consultant and an executive leader. Most recently Bradley served as the Chief Officer, Strategy and Governance for the newly formed BC College of Nurses and Midwives (BCCNM), leading two regulatory amalgamations, building a modern governance framework from the ground up, and providing governance advice to regulatory leaders and boards across the country. In 2021 Bradley was named the Governance Professionals of Canada’s Governance Professional of the Year for his work influencing and supporting regulatory governance modernization within Canada.

As a governance and leadership consultant, Bradley has worked with organizations, from all sectors, throughout North America and Europe. He is drawn to not-for-profits and the public sector because of the direct impact on people and communities. Bradley has a track record for building high trust teams and boards, intentional governance structures, practices and processes, and facilitating meaningful dialogue and learning. He has had a significant impact influencing system change across the regulatory environment because of his ability to forge strong trusted relationships with board members, executive leaders and government officials, his willingness to facilitate honest discussions about why change is needed, without judgement, and his commitment to support leaders throughout the change process.

Bradley grew up on a five-generation family grain farm in Saskatchewan. He attained his Juris Doctor from the University of Calgary and practiced law for over a decade. He served as the chief of staff to the Attorney General of Alberta and as a Governance Associate with WATSON Advisors – a boutique governance consulting firm based in Vancouver. Bradley obtained his executive coaching certification in 2010 from the Hudson Institute of Coaching. He attained his B.A. in Economics from McGill University and his I.B. diploma from the United World College (UWC) in Montezuma, New Mexico. Bradley continues to serve the UWC movement as the current Board Chair of The UWC National Committee of Canada responsible for recruiting, selecting, and supporting the next generation of Canadian change-makers.

Iva Gatcheva

VP – Operations & Product

Iva brings a diverse range of operational expertise from multiple industries to The Regulator’s Practice. As a former consultant, Iva worked closely with an array of different teams to implement transformative systems, enhance processes, and establish operational efficiency to drive company growth and foster cross-disciplinary collaboration. Her previous roles include managing strategic initiatives as Director of Strategic Growth for a Canada-wide cannabis company, and leading international product launches for a pioneering skincare brand. Iva also acquired her foundational governance knowledge during her time at Watson Advisors, a boutique governance firm based in Vancouver, and holds a Bachelor of Political Science from McGill University.

At The Practice, Iva leads the firm’s operations and is spearheading the development of new product offerings, specifically designed to meet the unique needs of regulators across the country.

Kevin McCarthy

VP – Advisory Services

Kevin has over 20 years of experience in professional regulation and leadership. He is deeply committed to serving a public interest mandate and supporting those who share this commitment. As the Director of Strategy with the College of Nurses of Ontario, his portfolio included strategic planning, governance, regulatory operations innovation, regulatory policy and research, stakeholder relations and public affairs. Kevin has served as an advisor to professional regulators across Canada, embracing collaboration across organizations.

His commitment to the public interest includes service on various community-focused boards, statutory committee membership, regulatory and government taskforces. As a regulatory leader, Kevin deeply understands the challenges regulators address in an evolving landscape while maintaining a clear focus on a public interest mandate and regulatory innovation.

Kevin’s formal education includes a BA in Philosophy, a Master of Public Policy, Administration and Law and a Certificate in Conflict Resolution from York University. He also completed a Bachelor of Science in Nursing from the University of Toronto and is a registrant with the College of Nurses of Ontario.

Taylor Mebs

Operations Coordinator

Taylor’s commitment to quality client service and passion to serve the community is what attracted her to join The Regulator’s Practice team. Taylor brings years of experience supporting all operational aspects of a consulting practice. Taylor has supported governance reviews and evaluation projects, firm marketing, executive education and board and executive search teams. Taylor is engaged in all aspects of the client experience including project management, logistics, research, reporting, and ensuring high quality standards and values are consistently met.

Taylor held a number of operational roles with Watson Board Advisors, a boutique governance consulting firm based in Vancouver. Prior to Watson, Taylor worked with a specialty health distributor on Vancouver Island in Customer Experience and then as part of the Sales, Marketing and Communications team.

Taylor holds an Honours Bachelor of Arts and Science degree from the University of Toronto with a major in Sociology and double minors in Political Science and American Studies. She is a York House School lifer and a proud two-time BC AA Provincial Basketball gold medalist.

Taylor has a passion for travel, experiencing different cultures and food.

Charles Holmes

Senior Advisor

Charles Holmes is a skilled facilitator and educator whose 30+ years of experience has honed a passion for creating meaningful dialogue among groups whose diverse opinions would otherwise work against a common understanding of desired outcomes. Charles has facilitated projects with clients from health care - including dozens of Canadian health regulatory agencies - to forestry and mining, software and pharmaceutical companies, educational institutions and utility firms, government and not-for-profit sectors. The meetings he has designed and facilitated have focused on innovation, conflict resolution, community engagement, collaboration, long range scenario planning and 100s of strategic planning sessions with boards and management teams. He has hosted global dialogues with the Dalai Lama and worked with multi-national corporations in many settings throughout the world.

As an educator, Charles has taught negotiation, team building, meeting facilitation and leadership in Executive Programs for Universities in Canada, the US, Mexico, Europe and Saudi Arabia. He was a senior associate of the University of Cambridge, Business and the Environment Program. He was co-founder of the Learning Strategies Group in the Faculty of Business at Simon Fraser University where he was the lead in establishing the Executive Development Program, a biotech MBA and an MBA in Applied Sustainability.

Harry Cayton

Senior Advisor

Harry Cayton is an internationally recognised advisor on professional regulation and governance. He developed the principles of ‘Right-touch regulation’ which have been adopted by professional regulators around the world.

Between 2007 and 2018, Harry was Chief Executive of the Professional Standards Authority in the UK. From 2002-7, he was National Director for Patients and the Public at the Department of Health and before that, Chief Executive of the Alzheimer’s Society. He chaired several enquiries for the UK government and the NHS Information Governance Board. In 2015, he was awarded the CBE by Her Majesty Queen Elizabeth II for services to health and regulation reform. He is a Fellow through Distinction of the Faculty of Public Health and received an Outstanding Leadership Award from the World Health Executive Forum in 2018.

Harry Cayton has led many reviews and advised regulators and governments in the UK, Canada, Australia, Ireland, New Zealand, Saudi Arabia, Hong Kong and Indonesia. The report of his inquiry into the Health Professions Act in British Columbia was published by the Minister of Health in April 2019, giving rise to a new Heath Professions and Occupations Act in 2022. His governance review for the Law Society of British Columbia in 2021 has been influential on the new Legal Services Act and across Canada. In addition to health regulators, he has also worked with the regulators of real estate, vehicle sales, insurance, engineering, geoscience, and surveying.

He is currently advising the World Health Organisation and is a member of the Oversight Board of the Journal of Medical Regulation and of the International Advisory Group of the Australian Health Practitioners Regulatory Agency. He is an International Consultant to the Saudi Commission on Health Specialties and a Senior Advisor to The Regulator’s Practice.

Darlene Hyde

Advisor – Strategy and Governance

A former Chief Executive Officer and seasoned board director, Darlene brings perspectives from both sides of the board table. With pan-Canadian executive experience in a range of key economic sectors (such as insurance, energy, telecommunications, and housing) as well as a background in both regulators and member-based associations for the insurance, financial services and automotive retail sectors, she understands the nuances of governance, strategy development and execution, leadership and change management, stakeholder relations and organizational performance.

Darlene has been involved in a number of turnaround projects and has won a number of awards as Chief Executive Officer. Darlene earned a BA Honours (English) from McGill University and an MBA from Memorial University. She also has several governance and professional designations from the Institute of Corporate Governance, Simon Fraser University, Dalhousie University and the Rotman School of Management at the University of Toronto, and served as Director in Residence for the Rotman School’s Governance Leadership Institute.

Darlene currently serves on a number of boards of directors across Canada, including Canada Mortgage and Housing Corporation and Stabilization Central Credit Union.

Jennifer Hall

Advisor – Governance & Policy

Jennifer brings expertise in public sector governance, policy, planning and evaluation honed through a 20 year career in the public sector and over 13 years as a consultant with her own firm. Dr. Hall’s practical experience is complemented by her academic accomplishments including a PhD in public administration focusing her research and studies on public sector governance. She is skilled in governance and policy research, evaluation, facilitating consultation and engagement, and government relations, having led complex, multi-government and stakeholder projects throughout her career. Jennifer has led strategic planning, Board and organizational governance reviews for many public sector agencies and non-profit organizations.

Dr. Hall’s influence is global – participating in policy arenas such as the UN Committee of Experts on Public Administration, the CAPAM International Innovation Awards and Biannual Conference, and the Global Road Safety Conference sponsored by the World Health Organization in Brazil. As an Adjunct Assistant Professor at the University of Victoria, she teaches in public administration and policy, political science and business. As a professor at the University of Alberta, Dr. Hall’s teaching focus is local government. She continues to conduct research on a breadth of public policy and administrative issues, presenting her work at conferences around the globe.

Joanie Bouchard

Advisor – Transformation and Strategy

Joanie combines 15 years of experience in professional regulation in two Canadian provinces. As the Chief Transition Officer leading the amalgamation of 11 health regulatory bodies into two new organizations in BC, she supported this transformative change within a complex and evolving context that is professional regulation today.

As the former Registrar for the College of Dietitians of BC, her portfolio included leadership, strategy, governance and management. Joanie is a strong believer that regulatory good regulatory decisions are informed by data and diverse perspectives. She is a strong believer that reconciliation, cultural safety and humility are critical aspects of public safety and therefore a core responsibility of regulators, and she embeds her ongoing learning in these areas in both her personal and professional life.

Joanie grew up alongside her parents' family business, a motel, and was involved in managing all aspects of it from a young age. Her formal education includes Bachelor and Master’s degrees in Human Nutrition from the Université de Montréal. Joanie practiced as a health professional in various healthcare facilities and has a good understanding of the system in which healthcare providers operate. In recent years, she completed two certificates: Public Leadership from the Harvard Kennedy School of Business, and Change Management from the UBC Sauder School of Business.

Juliana Laing

Advisor – Governance Policy and Operations

Juliana has extensive experience in board governance, strategic advisory, and organizational transformation developed over a 20-year career – much of which has been focused with professional regulation. She has applied her governance and policy expertise to significant initiatives in both the US and Canada, including the amalgamation of the CPAs of BC, leading the governance function in the Office of the Board of Directors at the Broad Institute of MIT and Harvard, and advising university foundation leaders while at the Association of Governing Boards of Universities and Colleges in Washington, DC.

Harnessing her background in leading people and processes through significant change, Juliana played a key role in transforming Mountain Equipment Co-op’s governance framework during and after the asset purchase and sale transaction in 2020. Most recently, Juliana worked as a consultant alongside the legal and governance team of a multi-stakeholder organization in BC with a public safety mandate, providing high-impact operational guidance and implementation support.

Juliana holds a BA in English, Literature and Linguistics from The University of British Columbia, an Executive Certificate in Strategic Leadership from UBC Sauder School of Business and has completed corporate governance coursework at The Directors College. Her commitment to governance extends to her volunteer efforts, including serving on the Board of Directors and Nominations Committee for The MusicianShip, DC, providing governance advice as a Knowledge Philanthropist at Vantage Point, and engaging in lay street outreach work in Vancouver.
